In the defense of Obamacare, that web site needs to interconnect with a myriad of other government databases in order to work properly.
But the number of interconnections, the vast differences between the databases being connected to, the type of data being transferred and the directions of transfer, the different bureaucracies that have to cooperate and coordinate to allow the right data to be accessible while other data is protected ...
... it's hard to believe that a system this complicated could be rolled out at all, whether implemented piecemeal or at once.
