Plus, a seldom enforced and often ignored law is ideal if you want to be able to target troublesome individuals later.

They're designed to be used maliciously, as the no-knock cops show up at 'the wrong address' and find magic guns, then use that to pommel the gun owner into dogmeat, if not shoot him or her outright.
Selective enforcement. Like tint laws or disposal of flourescent bulb laws... Ignored until they want to get you.
BUt there is another example in the past that may be a ray of hope. The 55mph speed limit courtesy of the Carter Admin. Routinely ignored by everybody Lightly enforced except by some corrupt municipalities that saw it as an easy revenue opportunity..... that was highly visable and therefore also despised by the general public. Eventually the whole thing was undone. the net result speed limit laws are still routinely ignored and still lightly enforced except for the extreme cases or the revenue hungry towns.
Sorry Ted, but the 55mph speed limit was signed into law back in January 1974, by Richard Nixon, a full 3 years before Jimmy Carter became president.
Perzackly -- even a largely-ignored law can benefit the rulers via the Miracle of Selective Enforcement.
