Pothole forms, concerned citizen throws a tire into it to mitigate the situation, you take picture and post it to your blog. Seems pretty straightforward
One thing still needs to be done: Spray paint a circle around it, to designate a repair needed. Some road depts use red. Don;'t stand around admiring your artistry, or some concerned citizen may report you for "tagging". Shoot n scoot.
