Trump Administration to up cyber attacks overseas?

This is interesting:

President-elect Donald Trump's team wants to go on the offensive against America's cyber adversaries, though it isn't clear how the incoming administration plans to achieve this. 

...

"We have been, over the years, trying to play better and better defense when it comes to cyber," Waltz said. "We need to start going on offense and start imposing, I think, higher costs and consequences to private actors and nation state actors."

There's no question that attacks on US critical infrastructure have massively increased during the last decade, and there's also no question that foreign governments often take the stance that "Shucks, it must be criminal gangs".

The idea of threatening higher (retaliatory) costs to another country seems very Trumpian.

Currently, foreign governments and the hackers they either directly employ or turn a blind eye too, suffer zero consequences for doing so. That needs to change.

It sort of depends on relative exposure. US seem pathetically weak in terms of all kinds of stuff hanging out there on the web. Does the Great Firewall of China prevent income attacks as well as keeping Chinese people from reaching out to world? Best to figure this out before we attack.

One wonders how many of those previous attacks were conducted or funded by the CIA or Doj?

Shawn Ryan interviewed a man, supposedly one of the best hackers and the first things Waltz needs to do is get people like this man and hire him. I wouldn't trust any government hacker that's just punching keys and not getting results.
