When you consider they announced that Florida Bay was closed because it's part of Everglades National Park this doesn't seem that much of a stretch. It's 1100 square miles of open water - it's part of the Gulf of Mexico. How do you close the Gulf? About the same way you close off the sky.
No stretch at all... sigh...
