Like Richard, I too have a WIFI "Surveillance Van" in my neighborhood. I'd spectrum analyzer out and track it down if I didn't think it was just one of the smart a$$ teeners around here.
LOL, friend of mine, years ago, bought a house in Fairfax. We were helping him do some upgrades and found 'unusual' wiring... Digging a bit deeper, it was a former CIA safe house! Not that we could 'prove' it... :-)
Park it across from your local city hall and watch the fun begin.
