However, you lose me when you say moral folks are at more risk from criminals than their government. The history of the 20th Century clearly puts the lie to that statement.

There's 20 million dead in Nazi Germany's efforts.
Those two alone exceed the worldwide murder rate for the 20th Century. We could add Pol Pot in Cambodia, the Vietnamese purges following the fall of Saigon, the Chinese Great Leap Forward, the Armenian Genocide, Angola, Uganda, and many lesser incidents.
If you go further back in history than the last century, the numbers just keep climbing, even though the overall population was not as high.
Being killed by your government isn't just more likely than being killed by a criminal, it is more likely than being killed in a war, either as a soldier or a civilian. It's so common it even has a name.
