Speaking from professional experience, it is more likely the client decided to accelerate the design schedule from 4 months to 2 months, and the contractor submitted shop drawings for the signage after it had been installed, followed by a a request for information as to what they should do to ensure a change order to the contract in order to correct the problem. You can take a boat and sail to China in 5 days. You cannot take 5 boats and sail to China in one day.
How is this even possible?
