Four Marines are dead in a shooting at a recruiting center. CBS News has identified the shooter as Muhammad Youssef Abdulazeez.

That is correct. There was a "No Weapons" policy in place. Four Marines, trained riflemen all, were unarmed, both of their service weapons and of any personal weapons, as were any people that entered this door. All the people involved in the decision making that disarmed these Marines are culpable in the outcome.
We are at war. We have been for decades. I would start with the Beirut bombing of 1983, but perhaps it was a little later. No matter, it is a declared war, at least on their part. Marines and Soldiers should be expected to behave accordingly.
