Apparently, the tracks have not been used in years, and there likely are no plans to run any trains on them anytime soon.
Pity! Look at all of the concrete railroad ties that are going to waste, while most of the active rail lines in America are using the wooden ones which deteriorate after a few years.

All the rust on the wear surface of those rails leads me to think maybe those rails don't get used much anymore.
