And so, in honor of Sir Edward (please, this is a formal occasion), and in recognition of his modus operandi on Capitol Hill, offered for your consideration:

2 oz Cognac
1/2 oz Triple Sec
1/2 oz Yellow Chartreuse*
1 Dash bitters
Mix over ice, and garnish with a police coverup.
* You really do not want to use Green Chartreuse here; it's a totally different flavor.
